(1) Any dispute between the Board and any local authority upon any matter or question relating to, or connected with, the giving effect to, or the interpretation of, any provision of any voluntary transfer Order or compulsory transfer Order which has come into force, shall be referred by the Board to arbitration through the Minister. |

(2) The parties to any dispute referred to arbitration under sub-section (1) shall be bound by the decision given upon such arbitration. |
