(1) Any person who acts contrary to the provisions of section 25 shall be guilty of an offence and shall, on conviction after summary trial before a Magistrate, be liable to a fine not exceeding five thousand rupees or to imprisonment of either description for a term not exceeding two years or to both such fine and imprisonment. |

(2) The Commissioner may compound an offence under sub-section (1) and may before judgment stay or compound any proceedings thereunder. |
