Consumer Protection Act (No. 1 of 1979) - Sect 12

Denial of possession of any article for purposes of trade or the sale of such article subject to any condition to be an offence

12. No trader who has in his possession or custody or under his control any article for the purposes of trade shall-
(a) deny the possession of such article ; or
(b) offer such article for sale subject to a condition requiring the purchase of any other article or the making of any payment In respect of any service or to any other condition other than the condition that the buyer shall pay the of such article forthwith.
