17.
| (1) The Board may establish and maintain such number of departments as it may deem necessary for the proper and efficient conduct of its business. |

| (2) Each department of the Board shall be responsible for the administration and conduct of such part of the business of the Board as may be determined by the Board. |
|
| (3) The head of each department of the Board, and the other members of the staff of the Board attached to that department, shall exercise, discharge and per form such powers, functions and duties as may be determined by the Board. |
|
| (4) Rules may be made under this Act in respect of all or any of the matters referred to in the preceding provisions of this section. |
