| 46.A Development Council may, in case of necessity, during any year, reduce or increase the expenditure under any head of the budget or of any supplementary budget, or May transfer the moneys assigned under one head of expenditure to another head : Provided that the total amount of expenditure sanctioned by the budget or by any supplementary budget passed by the Council shall not be exceeded. |
