| (1) No business shall be transacted at any meeting of the Council unless one-third of the number of members in office on the day of that meeting is present. Where one-third of the number of members is an, integer and fraction, the integer immediately higher to that integer and fraction shall be deemed to be the one-third of the number of members for the purpose of this subsection. |

| (2) All matters or questions authorized by this Act or by any other written law to be decided by a Development Council shall be decided by a majority of the members present and voting at any general or special meeting, |
