13.
(1) The Electoral Board shall perform all acts and do all things as may be necessary for the purpose of conducting the election of the members of the Council. |

(2) Without prejudice to the generality of the powers conferred by subsection (1), the Electoral Board shall-
| | (a) explain to the employees in the specified undertaking the purpose and effect of the provisions contained in this Act and the nature and functions of the Council; | | |
| | (b) call for and receive nominations of candidates for election to membership of the Council; | | |
| | (c) arrange, hold and supervise the elections of the members of the Council. | | |

(3) If the Electoral Board fails to carry out its functions within a period of six weeks from the appointment of such Electoral Board, the Commissioner shall carry out such functions and the provisions of this Act shall apply as though a reference to the Electoral Board were a reference to the Commissioner. |
