(1) Any person dissatisfied with the determination of the Board may, by written petition in which every other party to the appeal is mentioned as a respondent appeal to the Court of Appeal from that determination on a question of law. |

(2) The petition of appeal shall state the question of law to be argued and shall bear a certificate by an attorney-at-law that such question is fit for adjudication by the Court of Appeal. |

(3) The petition of appeal shall be filed within twenty-one days of the date of the determination of the Board. |
