3. Section 5 of the principal enactment is hereby amended as follows:
| (1) by the repeal of paragraph (e) of subsection (!) of that section and the substitution therefor of the following new paragraph:
| | " (e) two members nominated by the Minister in consultation with the executive of every trade union haying more than 100,000 members. | | |

| (2) by the repeal of subsection (2) of that section and the substitution therefor of the following new subsection:
| | " (2) The Chairman of the Board, who shall be the chief executive of the Board, shall be appointed by the Minister.". | | |
