29. In this Part of this Act,-
| (a) "sale" means any transfer of title in any article for cash or deferred payment or other valuable consideration and includes the transfer of any article on hire-purchase or other installment system but does not include the mortgage, hypothecation or pledge of any article; and |

| (b) "retail dealer" means any person who carries, on the business of selling articles by retail. |
