Appeals

11.

(1) The applicant or licensee, as the case may be, who is aggrieved by a decision of the Commissioner

	(a) refusing the grant or the renewal of a licence ; or

	(b) cancelling the licence, may appeal against the decision to the Secretary to the Ministry of the Minister within fourteen days of the date on which the decision is communicated to him.

(2) Such Secretary may on any appeal under subsection (1)

	(a) allow the appeal and direct the Commissioner to grant or renew a licence ; or

	(b) disallow the appeal.

(3) The Commissioner shall comply with any direction issued to him under subsection (2).
