| (1) The State shall be entitled through the Commissioner With the assistance of such officers as may be necessary, to carry on the business of a foreign employ ment agency and charge for any service rendered by the Commissioner such fees as may be determined by the Minister with the concurrence of the Minister in charge of the subject of Finance. |

| (2) The provisions of this Act other than the provisions of subsection (1) shall not apply to and in relation to the State. |

| (3) No public corporation shall be entitled to carry on the business of a foreign employment agency. |
