41. In this Act, unless the context otherwise requires- " article" means any article of food, drink, or merchandise ; "Chairman" means the person appointed under this Act to be or to act as Chairman of the Commission; "Controller of Prices" means the Controller of Prices appointed under section 2 of the Control of Prices Act; and "relevant agency" means
| (a) in relation to any article, means the manufacturer, importer or distributor of such article or any other person responsible for fixing the price of such article; and |

| (b) in relation to a prescribed service means the Chairman of a public corporation or Head of a Government department or any other person providing such service. |
