16.
(1) Every question which comes up for consideration before the Council shall be dealt with at a meeting of the Council, and shall be determined by the majority of the members present and voting. |

(2) In the event of an equality of votes on any question considered at a meeting of the Council, the chairman of that meeting shall have a casting vote in addition to his original vote. |

(3) The Council shall have power to act notwithstanding any vacancy in the membership thereof, and any proceedings of, or any act or thing done by, the Council shall be valid notwithstanding that it was subsequently discovered that some person not entitled so to do sat or voted or otherwise took part in such proceedings. |
