Retrospective effect of section 4 and section 20

31.
(1) The amendment made to section 10 of the principal enactment by section 4 of this Act, and the amendment made to section 45 of the principal enactment by section 20 of this Act, shall be deemed for all purposes to have come into force on the date of commencement of the principal enactment.
