170. Section 43 of the principal enactment is hereby amended by the insertion immediately after subsection (1) of that section of the following new subsection:-
| "(1A) If a Council fails to sanction the raising of a loan for the purpose of falling any duty or carrying out any work which the Chairman considers to be necessary he may with the approval of the Commissioner of Local Government raise such loan and may exercise all the powers vested in the Council under this section or section 50 as though such powers were conferred by those sections on the Chairman.". |
