Committees

11. Nothing in this Law contained shall prejudice or affect the rights of the Republic, or of any body politic or corporate, or of any other persons, except such as are mentioned in this Law and those claiming by, from, or under them.
Committees.
11. The Council may appoint such Committees as it may from time to time deem necessary or desirable for special purposes and shall assign to each such Committee such of its functions and duties, and may delegate such of its powers as it deems necessary for such Committee to carry out the purposes for Which it was appointed. The Committee may appoint its own Chairman. Membership of any Committee appointed by the Council need not be restricted to members of the Council. The Council may delegate to any Committee the power to co-opt further members to that Committee, and may, at its discretion, limit the number of members that may be so co-opted, Subject to any directions that may be given to it by the Council, each Committee shall regulate its own procedure.
