26.
| (1) The Commission may, subject to the general or special direction of the Minister, make rules for all matters for or in respect of which rules are authorized or required to be made under this Act, and all matters stated or required by this Act to be prescribed. |

| (2) No rule made by the Commission under this Act shall have effect until it has been approved by the Senate and the House of Representatives, and notification of such approval has been published in the Gazette. |
