(1) Where the Minister of Justice is satisfied that any court is provided with the necessary staff and equipment for recording in Sinhala the proceedings in that court and that it is practicable so to do, he may, in consultation with the Prime Minister, by Order published in the Gazette direct that Sinhala shall be used for pleadings filed of record, and for recording the proceedings, in that court. |

(2) An Order made and published under subsection (1) shall have the force of law and shall prevail over any other law. |
