| 2. Without prejudice to any other law authorizing any expenditure, the expenditure of the Government for the period commencing on October 1, 1971, and ending on December 31, 1971, shall be met from the proceeds of loans which are hereby authorized to be raised whether in or outside Ceylon for and on behalf of the Government so however that the aggregate of such proceeds does not exceed one hundred and thirty-five million rupees. |
