21.
(1) Notwithstanding the provisions of any other law
| | (a) where the Authority considers it necessary for the purposes of this Act, the Authority may in or in relation to any Special Area give special or general directions to any of the Departments and Corp-rations specified in Schedule A hereto requiring any such Department or Corporation to perform such functions or duties as the Authority may determine ; and | | |
| | (b) it shall be lawful for any such Department or Corporation to whom any such direction is given, to comply with such direction ; and | | |
| | (c) any such Department or Corporation to whom any such direction is given shall comply with such direction; and | | |
| | (d) any such Department or Corporation to whom any such direction is given shall be subject to the supervision and control of the Authority in respect of all matters connected with such direction. | | |

(2) Where he considers it expedient to do so for the efficient discharge of the functions of the Authority, the Minister may, with the approval of the President, by Order published in the Gazette amend, alter or vary Schedule A hereto. |
