28. Notwithstanding the provisions of any other written law
(1) the Authority may for the purpose of carrying out any of its functions, allocate funds to any public corporation or to any department of Government with the approval of the Minister concerned or to any corporation established under this Act and it shall be the duty of such corporation or department, as the case may be, to carry out the said functions, and duly account for the expenditure of such functions ; |

(2) the Authority shall be entitled to require such corporation, or department, as the case may be, to furnish such information as may be required by the Authority in respect of the expenditure of such funds and it shall be the duty of such corporation or department to comply with such requirement. |
