| 7. Every member appointed by the Minister shall, unless he earlier vacates his office, hold office for a period of. three years from the date of his appointment: Provided, however, that every member appointed to fill a vacancy occurring otherwise than by effluxion of time shall hold office for the unexpired portion of the term of office of the member in whose place he is appointed. |
