(1) If a person, without the consent of the master or of any other person authorized to give it, goes to sea or attempts to go to sea (whether within or outside Ceylon) in a ship registered in Ceylon he shall be guilty of an offence and on conviction thereof shall be liable to a fine not exceeding one thousand rupees, or to imprisonment of either description for a term not exceeding six months, or to both such fine and imprisonment. |

(2) Nothing in section 290 shall be taken to limit the jurisdiction of any Court in Ceylon to deal with an offence under sub-section (1) which has been committed in a country outside Ceylon by a person who is not a citizen of Ceylon. |
