| 142. Notwithstanding that any provision of this Part or of any regulations made hereunder is expressed to apply to ships which are not Ceylon ships while they are within any port in Ceylon, such provision shall not apply to a ship that would not be within any such port but for such stress of weather or any such other circumstance that neither the master nor the owner nor the charterer (if any) of the ship could have prevented or forestalled. |
