| (1) No person shall charter any ship, whether a Ceylon ship or not, or being the owner of any Ceylon ship, or the agent of such owner, give or offer to give on charter any such ship to any other person, except with the previous permission in writing of the Director, or otherwise than in accordance with the conditions subject to which such permission is so granted. |

| (2) Any person who contravenes or attempts to contravene the provisions of sub-section (1) shall be guilty of an offence and on conviction thereof shall be liable to imprisonment of either description for a term not exceeding three years, or to a fine not exceeding ten thousand rupees, or to both such imprisonment and fine. |
