162. In this Part, " new ship " means a ship whose keel is laid, or which is at a similar stage of construction, on or after,-
| (a) in the case of a ship registered in or flying the flag of a country which is a Convention country (other than Ceylon), the date from which it is declared that the Government of that country has accepted or accedd to the Convention of 1966, or that it is a country to which that Convention extends; or |

| (b) in the case of any other ship, the date of the coming into force of this Part. |
