| (1) It shall be the general duty of the Ceylon Transport Board-
| | (a) to provide efficient regular omnibus services in Ceylon and to co-ordinate, as far as possible, such services with the railway passenger transport service, and, while avoiding the provision of unnecessary and wasteful omnibus services, to extend and improve the omnibus services of Ceylon so as to meet the road passenger transport needs of the public, and | | |
| | (b) subject to the provisions of subsection (2), to conduct the business of the board in such manner, and to levy such fares in accordance with the provisions of this Act, as will secure that the revenue of the board is not less than sufficient for meeting the charges which are proper to be made to the revenue of the board and for establishing and maintaining an adequate general reserve. | | |

| (2) Where the Minister, after consultation with the Ceylon Transport Board, is satisfied that the board will be unable, during any period reckoned from the date of commencement of its business, to perform the duty imposed on the board by paragraph (b) of subsection (1) by reason only of the heavy initial expenditure that will have to be incurred by the board in first commencing and carrying on its business, the Minister may, by Order published in the Gazette, exempt the board during that period from the provisions of that paragraph. |

| (3) Nothing in this section shall be construed as imposing on the Ceylon Transport Board, either directly or indirectly, any form of duty or liability enforceable by proceedings before any court or tribunal to which the board would not otherwise be subject. |
