11.
| (1) The Director-General shall exercise and discharge such powers or functions as may be delegated to him by the Council. |

| (2) The Director-General to whom any of the powers or functions of the Council has been delegated under subsection (1)hall exercise and discharge the powers and functions so delegated, subject to the special or general directions of the Council. |

| (3) The Director-General may, with the written approval of the Council, whenever he considers it necessary to do so, delegate in writing to any officer or servant, or to any Committee of the Authority, any power or function delegated to him under subsection (1). |
