(1) The Chairman or in his absence one of the Vice- Chairmen shall preside at meetings of the Council. In the absence of the Chairman and both the Vice-Chairmen, a member elected by the members present shall preside at such meeting, |

(2) The quorum for any meeting of the Council shall not be less than eight members of the Council. |

(3) All questions for decision at any meeting of the Council shall be decided by the vote of a majority of the members present, m the case of an equality of votes, the Chairman or any other member presiding at any meeting of the Council shall in addition to his own vote, have a casting vote. |

(4) Subject to the provisions of subsection (2), the Council may regulate the procedure in regard to its meetings and the transaction of business at such meetings, |

(5) No act or decision or proceeding of the Council shall be invalid by reason only of the existence of any vacancy among its members or any defect in the appointment of a member thereof. |
