| 11. The seal of the Corporation shall not be affixed to any instrument whatsoever except by the authority of a resolution of the Board of Governors and except in the presence of two of the members of the Board, one of whom shall be the Secretary or such other person as may be appointed for the purpose, who shall sign their names to the instrument in token of their presence, and such signing shall be independent of the signing of any person as a witness. |
