10.
(1) The Chairman or in his absence a member elected by the members present shall preside at any meeting of the Council. |

(2) The quorum for a meeting of the Council, shall be five members of the Council |
|
(3) All questions for decisions at any meeting of the Council shall be decided by the vote of a majority of the members present. In the case of an equality of votes, the Chairman or any other member presiding at the meeting of the council shall, in addition to his own vote, have a casting vote. |

(4) Subject to the provisions of this section, the Council may regulate the procedure in regard to its meetings and the transaction of business at such meetings. |
