Administration of the lnstitute vested in the Council

5.
(1) The administration, management and control of the affairs of the Institute shall be vested in the Governing Council of the Institute (on this Act referred to as the Council ).
(2) The Council shall, for the purpose of administering the affairs of the Institute exercise, discharge and perform the powers, functions and duties conferred or imposed on, or assigned to, the Institute by this Act.
