82. Any person who-
shall be guilty of an offence and shall, on conviction after summary trial before a Magistrate, be liable to a fine not exceeding one thousand rupees, or to imprisonment of either description for a period not exceeding three months, or to both such fine and imprisonment. | (a) contravenes or fails to comply with any provision of this Act or rule made there- under; or |

| (b) obstructs any person in the exercise, performance or discharge of any power, duty or function under this Act or any rule made thereunder, |
