Casual vacancies among members

11.
(1) If an appointed member of the Council dies or resigns or is removed from office, the Minister may, subject to the provisions of section 6, appoint any other person to be a member in place of the member who dies or resigns or is removed from office.
(2) A member appointed under subsection (1) shall, unless he earlier resigns or vacates office by death or removal, hold office for the unexpired part of the term of office of the member whom he succeeds.
