| (1) No passenger service permit shall be granted by the Commission to any person under section 24 except upon the payment by such person to the Commission of such fee as may be prescribed. |

| (2) Every passenger service permit granted under section 24 shall-
| | (a) be in the prescribed form ; and | | |
| | (b) unless it is cancelled earlier, be in force for such period not less than one year and not more than three years, as may be specified in such permit. | | |
