| 20. Where any dispute arises between the Board and. any Government department or body referred to in action 19 in connection with the exercise of the powers of the Board under that section, such dispute shall be referred to the Minister, and the decision of the Minister thereon shall be final, and shall not be called in question in any court or tribunal. |
