Accounts of the Council and financial year

28.
(1) The Council shall cause its accounts to be kept in such form and manner as may be determined by the Minister with the concurrence of the Minister in charge of the subject of Finance.
(2) The books of accounts of the Council shall be kept at the office of the Council.
