(1) Where any person has made a complaint to the Commission under this Act and the Commission has"
| | (a) not informed him of the results of the investigation within one hundred and twenty days of the making of the complaint; or | | |
| | (b) informed him of its decision to refuse to investigate, or ceasing to investigate, under subsection (2) of section 19 ; or | | |
| | (c) informed him, under subsection (2) of section 23 that the complaint is not made out to the satisfaction of the Commission, | | |

(2) Every such application shall be made by petition in writing addressed to the Supreme Court, in accordance with such rules as may be in force, praying for relief or redress. Such petition may be proceed with only with leave to proceed first had and obtained from the Supreme Court. |
