Where the competent authority is of opinion that a person who has applied for an exit permit referred to in section 10, will be leaving Ceylon for the purpose of engaging in any employment in any foreign country, whether or not he had already obtained or sought such employment, the competent authority may, as a condition precedent to the issue of the exit permit, require such person to enter into an agreement with the competent authority of the nature specified in section 14. |
