| 11. Where the electoral district represented by a Member of Parliament covers the whole or part of the area of authority of the Committee, such Member of Parliament shall have the right to participate in the proceedings of that Committee: Provided, however, that where a vote is taken on any matter under discussion, such Member of Parliament shall not have the right to vote. |
