| (1) Any or all of the powers specified in section 13 may be exercised by a sub-committee of three or more members of the Committee generally or specially authorized in that behalf by the Chairman. Where, for ally reason, such power cannot be exercised by such sub-committee, the power may lawfully be exercised by any three members of the Committee: |

| (2) The exercise of the powers of the Committee by three members thereof as provided for in sub-section (1) shall be deemed to be an act of the Committee. |
