21.
| (1) Regulations may be made by the Minister generally for the purpose of carrying out or giving effect to the principles and provisions of this Act, and specially in respect of any matter for which regulations may be made under this Act. |

| (2) No regulation made by the Minister shall have effect unless it is approved by the Senate and the House of Representatives and notification of such approval is published in the Gazette. |
