Refusal to investigate not to be questioned
14. The refusal by the Ombudsman to investigate, or to further, as the case may be, any matter on the investigate ground that such matter is not within his jurisdiction by virtue of the provisions of section 11, or the discontinuation of an investigation by the Ombudsman in the exercise of his discretion under section 13, shall be final and shall not be called in question in any court or tribunal, or be reviewed or quashed in proceedings for orders in the nature of writs of certiorari, prohibition, mandamus, preceded or otherwise. |
