19.
| (1) For the purposes of this Act, the Ombudsman may at any time and any reasonable hour of the day or of the night, enter upon any premises or place used or occupied by any Government department, public corporation, local authority, or other like institution and inspect such premises or place and anything for the time being therein or thereon and subject to the provisions of section 15, conduct therein any investigation that is within his jurisdiction. |

| (2) Before entering upon any such premises or place, the Ombudsman shall notify the Head of the Institution concerned. |

| (3) Nothing in subsection (1) shall authorize the Ombudsman or any other person to enter any premises or place, ship or aircraft which is a prohibited place within the meaning of the Official Secrets Act. |
