If any person, except with lawful authority, whereof the burden of proof shall lie on him, has in his possession, or distributes or sells or offers for sale or distribution, any secret document or a copy thereof or a part of such document or copy or what Is purported to be a secret document or copy thereof or part of such document or copy, he shall be guilty of an offence under this Act. |
