| 4. The provisions of this Act shall be in addition to, and not in derogation of, the provisions of the principal Act, and accordingly shall be read and construed as one with the principal Act: Provided, however, that, in the event of any conflict or inconsistency between the provisions of this Act and the provisions of the principal Act, the provisions of this Act shall prevail over the provisions of the principal Act to the extent of such conflict or inconsistency. |
