Power of Council to make rules

26.
(1) The Council may make such rules as it may consider necessary in relation to any matter affecting or make rules connected with, or incidental to, the exercise, discharge and performance of its powers, functions and duties.
(2) Every rule made by the Council shall be approved by the Minister and notification of such approval shall be published in the Gazette.
