No property whatever of the State, whether movable or immovable, shall be liable to he seized or said for the recovery of any rates or rates, tax or taxes, which may h due from any person holding, occupying, or enjoying any house, building, land or tenement, the property of the State under any agreement, contract, or permit, either express or implied, with or from the State. |
