(1) The Pradeshiya Sabha may. by notice in writing served on any person employing a large body of workmen or labourers, require such person to
| | (a) provide within such time as may be specified in the notice, such number of latrines, water-closets and urinals as may seem to the Pradeshiya Sabha necessary having regard to the number of labourers or workmen employed by such persons; and in any case where persons of both sexes are employed or intended to be employed or are in attendance, to provide proper separate accommodation for persons of each sex; and | | |
| | (b) cause the same to be maintained in a sanitary condition and proper order. | | |

(2) Where any person served with a notice under subsection (1) fails or neglects to provide and maintain such latrines, water-closets, and urinals or to maintain the same in a sanitary condition or in proper order, the Pradeshiya Sabha may cause such latrines, water-closets and urinals to be constructed or to be maintained in a sanitary condition or in proper order, and that expenses incurred by the Pradeshiya Sabha in respect thereof shall be paid by the person aforesaid and, in case' of default, shall be recoverable as hereinafter provided. |

(3) Every person who fails or neglects to comply with the requirements of any notice served on him under subsection (1) within the time specified in the notice, shall be guilty of an offence and shall be liable on conviction to a fine not exceeding two hundred and fifty rupees. |
